Ricky Jones, Franklin County Sheriff

Franklin County Sheriff, Ricky Jones, reported he, investigators, officers of the Mount Vernon Police Department and the Texas Rangers are investigating a murder which occurred at the American Inn, located at 415 NW Access Road of Interstate 30, in Mount Vernon, Texas, on April 6.

The victim, Timothy Franks, is a 49-year-old white male who resides in Mt. Pleasant, Texas

Joshua Anthony Parker, a 19-year-old white male, of Morris County was arrested and booked into the Titus County Jail for the offense of Murder.

“A Mount Vernon Police office and Animal Control were dispatched to the hotel at 12:30 p.m. after the occupant failed to check out of the room at the appropriate time,” said Sheriff Jones. “The manager of the American Inn also reported a barking dog in the room.  Once officers opened the door they discovered the victim in the room and immediately contacted the MVPD.”

During the investigation in Mount Vernon, Jones said investigators were able to obtain a description of the suspect and a description of the vehicle leaving the scene.  Upon further investigation, they learned the suspect in this case also matched a person the Mount Pleasant Police had encountered in the early morning hours which involved a short stand-off with officers and eventually ended in his arrest.

“We discovered the suspect had stolen the vehicle which he fled the murder scene from in Mount Vernon.  This case has involved multiple agencies over multiple jurisdictions with evidence collected in four counties.  I would like to thank Morris County Sheriff’s office, Pittsburg Police, Camp County Sheriff’s office, Titus County Sheriff’s office and especially Mount Pleasant Police Department officers and the CID for their assistance in the recovery of evidence and the arrest of Joshua Parker for murder in this case,” said Sheriff Jones.

We will release more information as it becomes available.  Parker is facing multiple charges in conjunction with the murder charge; two counts of Aggravated Assault of a Public Servant, two counts of unauthorized use of a vehicle, one count of Assault with a Deadly Weapon, Burglary of a Building, Evading Arrest, Theft of a Firearm and Resisting Arrest.
